米国歴代大統領の役割が劇的に変化した要因

19世紀後半から20世紀初頭にかけて、なぜアメリカ大統領の役割は劇的に変化したのでしょうか? こうした変化を促した要因は何だったのでしょうか?

Why did the role of the American presidents change so dramatically between the late nineteen-century and the early twentieth century? What were the factors that motivated these changes?

19世紀後半から20世紀初頭にかけて進歩主義運動が台頭する中、企業の独占体制を改革しようとする強い要求に応えるため、大統領には強力なリーダーシップの発揮が求められるようになりました。この時期、進歩主義的と見なされていたセオドア・ルーズベルトとウッドロー・ウィルソンという二人の大統領は、それぞれ異なる政策を掲げていました。

In the emergence of progressive movements during the late 19th century and the early 20th century, presidents were required to exert a strong leadership because of fierce demands to reform business monopolies. During the period, president Theodore Roosevelt, and Woodrow Wilson, who were considered to be progressive, had a different policies.

「ニュー・ナショナリズム(新国家主義)」を掲げたルーズベルト大統領は、強力な連邦政府の構築を目指しました。彼の政策は「スクエア・ディール(公正な取引)」と呼ばれ、基本的には大企業を排除しようとはせず、むしろ多様な経済的利害関係者の間で公正な仲裁役となることを志向しました。彼が特に重視したのは、州際通商委員会(ICC)の権限を強化することでした。彼はヘプバーン鉄道規制法(1906年)を成立させ、これによりICCは鉄道運賃を規制する権限を持つようになりました。また、彼の政権下では、「マックレーカーズ(社会の不正を暴くジャーナリストたち)」の影響を受けて、食肉検査法や純粋食品・医薬品法(1906年)が制定されました。特に小説ジャングルは、食肉加工業界の実態を世に知らしめるきっかけとなりました。

In the “New Nationalism,” president Roosevelt wanted to build a strong federal government. His policy was called the “square deal,” and he basically did not seek to eliminate big business. He would prefer to be a fair mediator between various economic interests. His main interest was to extend the power of the Interstate Commerce Commission. He passed the Hepburn Railroad Regulation Act (1906), which allowed the ICC to regulate rates charged by railroads. Under his administration, the Meat Inspection Act and Pure Food – Drug Act of 1906 were adopted, which were influenced by the muckrakers. The novel, “The Jungle” exposed the conditions in the meat packing industry.

ウィルソンもまた、数多くの重要な政策を実現した強力な指導力を持つ大統領の一人でした。彼は「ニュー・フリーダム(新しい自由)」という異なる方針を掲げ、独占企業は解体されるべきであり、企業間にはより活発な競争が生まれるべきだと考えました。また、公正な競争を阻害する行為を阻止するための広範な権限を持つ連邦取引委員会(FTC)を設立しました。戦時下において、ウィルソンは第一次世界大戦後の和平に向けた構想として「十四カ条の平和原則」を提唱しました。この政策の中で彼は、世界の平和を保障する組織として「国際連盟」の設立を提案しました。

Wilson was one of the strong presidents who passed many importantprograms. In his “New Freedom,” he had different policies. He believed that monopolies should be broken up and the business should create more competition. He also created Federal Trade Commission, which was given extensive powers to stop violations of fair competition. Because of the wartime, Wilson proposed “Fourteen Points, which was his plan for a World War peace settlement. In this policy, he proposed the establishment of a League of Nations which would guarantee world peace.

戦後から近年にかけて、いわゆる進歩的といわれた大統領はハリー・トルーマン(1945–1953年)もその一人です。公民権を推進し、国民皆保険制度の導入を掲げた「フェア・ディール(公正な取引)」政策を提案しました。ジョンF・ケネディの後継者となったリンドン・B・ジョンソン(1963–1969年)は偉大な社会(Great Society)政策を掲げ、メディケア(高齢者向け医療保険)やメディケイド(低所得者向け医療保険)、1964年公民権法、1965年投票権法といった、一連の進歩主義的な法案を成立させました。バラク・オバマ元大統領(2009–2017年)は、しばしばと中道的な立場をとりました。しかし、医療費負担適正化法(オバマケア)や金融規制法の成立は進歩主義的であると見られています。

Harry Truman (1945–1953) is counted among the presidents considered “progressive” in the post-war era; he proposed the “Fair Deal” policy, which advocated for civil rights and the introduction of universal health insurance. Lyndon B. Johnson (1963–1969), who succeeded John F. Kennedy, championed the “Great Society” program and successfully enacted a series of progressive measures, including Medicare (health insurance for the elderly), Medicaid (health insurance for low-income individuals), the Civil Rights Act of 1964, and the Voting Rights Act of 1965. Former President Barack Obama (2009–2017) often adopted a centrist stance; however, the enactment of the Affordable Care Act (Obamacare) and financial regulatory legislation is viewed as progressive.
